Short answer: Guild Wars 3 (GW3) has no confirmed playable race list, though the reveal appears to show at least three: humans, kodan, and asura. It is set over a thousand years before the original Guild Wars, so not every Guild Wars 2 race existed yet.
None of this is confirmed, but the reveal trailer and concept art point to at least three playable races: humans, kodan, and asura. Humans fit the timeline cleanly. The kodan and the asura both turn up in the reveal art, with the asura drawn far furrier than their Guild Wars 2 selves.

Treat this as an early read of the reveal, not a confirmed list. ArenaNet has not named a single playable race yet.
ArenaNet placed Guild Wars 3 in Orr, over a thousand years before the events of the original Guild Wars. Not every Guild Wars 2 race existed that far back.
The sylvari are the youngest playable race in Guild Wars 2. The first of them did not sprout from the Pale Tree until 1302 AE, more than a thousand years after this game is set.

Only the role is confirmed, not a race roster. You play a Vaelwarden, a guardian of Orr who protects the people and spirits of the land. ArenaNet has not said which races a Vaelwarden can be. Any race list circulating now is unconfirmed.
Jay Oddity's video makes the case that the Guild Wars 3 reveal points to a fourth playable race. It is a community read of the evidence, not confirmed information.
